Stir in the seasonings and hashbrowns. Add the cream of mushroom soups, milk, onion powder, garlic powder, salt, and pepper. Stir until combined.
Add the drained green beans, hashbrowns, and 1/2 cup of cheese. Stir well and place into the baking pan.
