Place ingredients into an instant pot. Place trivet into the instant pot. Add frozen beef. Pour water into the instant pot. Cover and set to seal.
Cook. Cook on high pressure for 20 minutes for 1 to 1.5 pounds of ground beef and 25 minutes for 2 pounds. Quick-release once the time is up. Season with salt and pepper and use as desired.
